The Umatilla National Forest, Supervisor’s Office will soon be advertising to fill up to 5 Survey Technician, GS-0817-04, positions with a duty location in Pendleton, OR.

 

THE POSITION

This position works directly for the Lead Land Surveyor for the Northeast Oregon Lands Zone. The incumbent carries out a variety of survey assignments associated with cadastral surveying work. Travel will be part of the position requirement.

 

THE ZONE

The Zone encompasses all of the Umatilla, Wallowa-Whitman, and Malheur National Forests.

 

ABOUT PENDLETON, OR

Pendleton was incorporated in 1880 and currently has a population of approximately 15,000.  The city is located on I-84 and is a 4 hour drive from Portland and 3 1/2 hours from Boise. Located in Umatilla County, Pendleton is home to Blue Mountain community college, Eastern Oregon Correctional Institution, Pendleton Woolen Mills, and the largest rodeo in the world; the famous Pendleton Round-up, held in September.  The Umatilla River runs through the middle of town as does the Union Pacific Railroad.  The town is divided into 4 quadrants: north and south based on the river, and east and west based on Main Street, so it is easily navigable. SeaPort Airlines offers commuter service to Portland several times a day.   Public transportation has a limited number of routes from town to the office.

HOUSING

There is no Government housing available in Pendleton.  Availability of nice quality rental apartments and houses are limited in the area.  There are many 2-bed, 1-bath houses, apartments, and duplexes available as well as manufactured homes.  Currently Forest Service employees who work at the Supervisor’s Office live in a variety of outlying rural areas and communities including Hermiston, Adams, Athena, Milton-Freewater, Walla Walla, Pilot Rock, and La Grande.

 

 

 

 

 

 

 

CLIMATE

Winters are short and summers hot. Pendleton is considered semi-arid and can get 115° in the summer, but the summer months are generally variable.  Some days may reach 90-100°, but other days remain in the 80’s and cool off at night.  Air conditioners are required, but only for 3-5 weeks or so during the hottest months.  Roads may be icy during winter months and chains or traction tires are recommended, especially if hill driving is required.  Rainy months are November through May.

 

MEDICAL FACILITIES

St. Anthony’s Hospital, originally built in 1901, is a 25-bed critical access hospital.  The hospital is breaking ground for a new facility to open in January 2014.  There are specialty physicians, dentists, health clinics, chiropractors, and massage therapists in the area.

 

CHURCHES

There are a large number of churches in Pendleton; every major denomination is represented.

 

SHOPPING

Pendleton has three large grocery stores as well as a Walmart and clothing stores downtown.  A farmer’s market offers fresh produce during the summer and fall on Fridays.  A wider range of shopping can be found in Tri-cities (Kennewick, Pasco, Richland), Washington (1hour 15 minute drive or 66 miles) and Walla Walla, WA (45 minutes or 39 miles).

 

RECREATION

There are several city parks, public tennis courts, fields for baseball, softball, soccer, etc. in Pendleton.  A municipal “water park” with Olympic-size swimming pool, diving pool, wading pools, and water slides can be found at the high school while the Blue Mountain Community College offers an indoor pool  available to the public, as well as racquetball courts, exercise equipment, etc.  Two athletic clubs exist (with discounted membership fees to Forest employees).  Roundup Athletic Club has exercise equipment, swimming, and racquetball with restricted hours, while 24-hour Fitness is open all the time and offers a variety of exercise and stretching equipment. The area is known for outdoors opportunities such as wildlife viewing, camping, hiking, hunting, fishing, boating/water skiing, hiking, snow skiing, and other forest-related activities.  Each September, Pendleton plays host to the world famous Pendleton Round-up, Rodeo and Happy Canyon Pageant.

Description of Duties:

This position serves as a specialist within a Centralized GIS Program for the Tongass National Forest. The incumbent works under the direction of the GIS Program Leader.

 

Due to changing organizational and technological demands, the Tongass NF has undertaken a re-organization of GIS Program to provide a consistent standardized service across the Forest, as well as the WO, RO and our partners.  These changes include a new centralized organization.  Key factors in successfully implementing the centralized GIS Program include having the right people in the appropriate positions.

The Remote Sensing Specialist participates on Centralized GIS Program team to accomplish the goals and mission of the Tongass National Forest.  Primary roles and responsibilities include:

  • Project Analysis
  • Produces Maps
  • Promotes Data
  • Taking and processing Aerial Image Flights with Digital Camera from aircraft.
  • Processing, geo-referencing, ortho-rectifying and mosaicking images using a suite of ERDAS Imagine software and ESRI’s ArcGIS.
  • Analyze geospatial information and create maps with ESRI’s ArcGIS.

3. With the guidance of Land Acquisition leadership, prepare detailed Land Packages with relevant support data for submittal to Corporate Land Committee seeking approval of real estate transactions. Land Packages will contain a thorough financial and comparative market analysis (CMA) of the project to ensure acquisitions align with Market Strategy and Business Plan goals.
4. Prepare forms necessary to transact wires for said acquisitions.
5. Determine property ownership and zoning to determine the assessor Parcel number. Obtain all information related to the land including, the physical characteristics of the property, zoning, current entitlements if any, availability, whether owners are currently interested in selling, and the asking price.
6. Must have some knowledge of the local urban planning process, the local housing market, basic planning and real estate concepts.
7. Must have a high comfort level with technical environments and learning new applications and software. Strong computer skills and adept with the following applications: Excel, Word, PowerPoint, Outlook and Access.
8. GIS experience is a plus including a working knowledge of LandVision, MetroStudy, ArcView (ESRI), Map Point, Autodesk, Adobe Illustrator and other sources to research and identify potential land acquisition opportunities that align with Market Strategy and Business Plan goals.
9. Post acquisition – maintain financial proformas to assess ways to enhance performance of existing communities and to report actual performance.

Understands the geodatabase environment and working with coordinate systems and projections.

Basic understanding of GPS technical requirements and environmental settings.
Familiarity with various GPS technologies and software, and ability to trouble-shoot field problems.

Qualifications:
  • At least 0-3 years of surveying experience required.
  • Technical knowledge of Mapping and Field Surveying required.
  • Staking calculations such as Boundary and Site control for utilities, commercial and residential projects required.
  • Experience recording Survey, Corner Records, Legal Description and Plats required.
  • Experience with Autocad 2000-Autocad 2007 Land Development Desktop, Civil3D 2009, AutoDesk Map, Microstation J, V8 a required.
  • Proficient with survey equipment and software, TGO (Trimble Geomatic Office) Trimble S6 Robotic Total Station, R8 GPS Systems and hand held data collectors required.
  • Knowledge of Microsoft Office and Excel required.
  • Proficiency in technical math, which includes Algebra, Geometry, Trigonometry, and Applied Physics required.
  • Ability to read Utility maps preferred.
  • Ability and willingness to travel in multi-state region, including overnight trips, required.
  • Project management skills preferred.
